AI governance cannot be truly global if it does not reflect the realities of different regions, legal traditions, languages, economies, institutions, and social contexts.
Countries and communities in the Global South face specific challenges in relation to Artificial Intelligence, including unequal access to infrastructure, asymmetries in technological development, linguistic exclusion, dependency on foreign technologies, limited research funding, and reduced visibility in international academic and policy debates.
At the same time, AI systems may reproduce or intensify historical inequalities when they are designed, deployed, or regulated without sufficient attention to local realities.
The Alliance seeks to respond to these challenges by creating an international and interdisciplinary space for collaboration, research, publication, debate, and institutional exchange.

The Global South Alliance on AI & Law seeks to strengthen Global South participation in the development of AI governance, legal scholarship, research, and public debate.
We do this by fostering an international network dedicated to producing knowledge, promoting collaboration, and advancing context-sensitive approaches to Artificial Intelligence and Law.

We envision a more inclusive global AI governance ecosystem in which scholars, institutions, policymakers, and civil society actors from the Global South actively contribute to shaping the legal, ethical, regulatory, and institutional frameworks that govern emerging technologies.

The Alliance supports initiatives that promote research, dialogue, institutional cooperation, and knowledge production on Artificial Intelligence and Law.
Research and knowledge production
The Alliance promotes collaborative academic work and comparative research on AI governance from Global South perspectives.
Our activities include:
collaborative academic research projects;
joint publications, reports, and policy papers;
comparative studies on AI regulation and governance;
development of Global South perspectives on the legal and social impacts of AI;
support for academic visibility and international publication opportunities.
Events and academic exchange
The Alliance fosters international dialogue among scholars, institutions, policymakers, practitioners, and civil society organizations.
Our activities include:
international seminars and workshops;
expert roundtables;
academic meetings;
networking opportunities for scholars and practitioners;
capacity-building initiatives through international partnerships.
Artificial Intelligence is reshaping economies, legal systems, public administration, institutions, and societies across the world. Yet many of the dominant debates, regulatory models, academic frameworks, and governance standards continue to be developed primarily from perspectives rooted in the Global North.
The Global South Alliance on AI & Law was created to help address this imbalance.
The Alliance brings together scholars, researchers, practitioners, institutions, and public-interest actors committed to studying Artificial Intelligence and its legal, institutional, ethical, economic, and social impacts from Global South perspectives.
Our goal is to strengthen the visibility, participation, and influence of Global South voices in the global conversation on AI governance.

Publications
The Alliance supports the publication and dissemination of research on AI and Law, particularly by scholars from the Global South and by researchers working on the impact of AI in Global South countries.
One of the Alliance’s current publication channels is the Iberoamerican Journal on AI and Law, an initiative of the Lawgorithm Research Association.
The Journal welcomes scientific articles in Law and related fields, with a focus on:
the application of Artificial Intelligence to law; and
the ethical, legal, and regulatory implications of Artificial Intelligence.
Articles may be submitted in English, Portuguese, or Spanish.
Membership
The Alliance currently brings together scholars and professionals from universities, research centers, public institutions, and organizations in Argentina, Brazil, Chile, China, Colombia, India, Japan, Mexico, Mozambique, Portugal, Singapore, the United States, Uruguay, and other jurisdictions.
Members include researchers and practitioners working in Law, social sciences, public policy, technology, engineering, and related fields.
Participation is open to scholars and professionals dedicated to the study of Artificial Intelligence, Law, regulation, governance, and the social impacts of emerging technologies.
The Alliance particularly encourages participation from:
scholars and institutions from the Global South;
women and gender-diverse researchers;
underrepresented regions and institutions;
researchers working across languages, legal traditions, and disciplines;
scholars from other regions whose work engages with the impact of AI on the Global South.
Membership is not limited to citizens of Global South countries. The Alliance welcomes members from any region who are committed to advancing inclusive, representative, and context-sensitive approaches to Artificial Intelligence and Law.
No membership fees are required to join the Alliance.

The Alliance currently includes scholars and professionals affiliated with institutions such as the University of São Paulo, University of Buenos Aires, University of Chile, Pontificia Universidad Católica de Valparaíso, Universidad de los Andes, Universidad Nacional Autónoma de México, Universidad Católica del Uruguay, University of Lisbon, National University of Singapore, Tsinghua University, Chinese Academy of Sciences, California Western School of Law, Yale, and other institutions across the Global South and beyond.
The Alliance is committed to expanding the diversity of its network, particularly with regard to geographic representation, gender diversity, disciplinary background, and participation from underrepresented regions and institutions.
Meetings and collaboration
The Alliance holds regular meetings to exchange updates, develop research initiatives, discuss publications, and identify opportunities for collaboration.
Members are encouraged to propose new projects, suggest new participants, organize thematic discussions, and contribute to the development of the Alliance’s activities.
Supporting the Alliance
The Global South Alliance on AI & Law is currently seeking partnerships, funding, and institutional support to expand its activities.
Support would contribute to initiatives such as:
development of digital infrastructure and institutional communication;
creation of a visual identity and public-facing platform;
organization of international seminars, workshops, and academic events;
support for the participation of researchers from underrepresented regions;
publication, translation, and editorial support;
development of collaborative research projects and policy papers.
